Voting decision on LikeCoin proposal 27 & 28

前言：驗證人作為 LikeCoin 的「立法委員」，理想的做法是向自己的 delegators 和社群解釋自己的議案投票決定。這方面的工作自問一直都做得不夠好，用中文寫作對我來說確實有點花時間（打字太慢），唯有再做一個倒米動作 - 在 Matters 上用英文寫作，希望在接下來的日子就 LikeCoin 治理可以做一些有系統的思考。

Proposal 27 - Community-pool-spend proposal: transfer 50,000USDe of LIKE to Numbers Protocol

This proposal is an execution proposal for Proposal 16 "Token swap proposal between LIKE and NUM". As Proposal 16 was passed and I am in support of proposal 16, it is a no brainer to vote "Yes" to proposal 27.

Proposal 28: Hire Irtysh Digital with community pool

This is probably the first "decentralized procurement" proposal in the LikeCoin chain. This proposal ask the community for support to hire Irtysh Digital to manage LikeCoin's twitter handle @likecoin at a cost of USD 4,500 for 3 months, which means USD 1,500 / HKD 11,700 / TWD 41,540 per month. I had asked Tiaran from Irtysh Digital on discord on what is his strategy to enhance the reach of @likecoin twitter, especially whether he will use paid push (read advertisement) . Tiaran replied that he will be focusing on organic growth with special focus on Cosmonauts (people already in Cosmos ecosystem), Web3 adopters (people interested in web3 but not yet in the Cosmos ecosystem), and marginalized content creators (content creators feels threatened by censorship).

In general I agree that there should be more promotion for LikeCoin, I think I had read a lot of comments in the Chinese community that the price of LikeCoin is not doing well because of a lack in promotion and awareness from the crypto circle. We have a vibrant community on Matters / Liker.social / Chinese community in general but struggles to break into the English community - which to be honest is the majority of users. So boosting LikeCoin's twitter presence will be a great first step for LikeCoin to reach out to the wider English crypto community.

The target groups raised by Tiaran are very good targets from my point of view. LikeCoin is deeply involved in Cosmos ecosystem and it is a natural target to reach out to other Cosmonaut (think the upcoming LikeCoin fairdrop), after that a natural extension is people interested in web3. People read this may also suggest specific target groups - for example users of certain content creation platform (Steem?) on discord for Tiaran to consider reaching out.

On the candidate, Tiaran had already worked on the @likecoin handle for two months before this proposal was raised. The analysis that he presented in the December community call is insightful, and I would look forward to his contribution after LikeCoin provide additional resources for him to work on. I think the community can keep on monitoring Tiaran's service by following the LikeCoin Twitter @likecoin and join the community call (which I expect Tiaran will present his monthly reports).
